CyanogenMod is an after market custom ROM based on Android Open Source Project. And CyanogenMod 12 is the Android Lollipop version 5.0.
Xda senior member percy_g2 has ported CyanogenMod 12 for Motorola Moto E. Cheers to him and have fun Moto E users.

Installing CyanogenMod 12 ROM:
First of all you have to get the below recovery flashable ROM zip files over here:CyanogenMod 12 ROM download link for MOTO E
Google Apps flashable zip download link
STEP 1:
Copy the ROM and GApps zip file to your phone(By using a USB cable or via adb push command).
STEP 2:
Enter into recovery mode.
To go to the recovery type the following command (if you are on a pc):
$ adb reboot recovery
STEP 3:
Wipe system partition, cache, data and dalvik cache (If you are coming from KitKat)
STEP 4:
Select the Install Zip from SDcard option.
Select the CyanogenMod 12 ROM file, let the installation complete and then reboot.
Complete the initial setup, reboot to recovery and then flash the GApps package and reboot.
NOTE:
The first boot may take longer time. Be patient to see the joy of CyanogenMod 12 on your Moto E.
